Cercle Européen Renert a.s.b.l. is committed to making cer.lu accessible to as many people as possible, including people with disabilities. Public debate on European questions should be open to everyone, and that includes the way we publish online.

1. Standard applied

We aim to comply with the Web Content Accessibility Guidelines (WCAG) 2.1 at level AA, as referenced in the European standard EN 301 549.

As a non-profit association, we are not a public sector body within the meaning of the Luxembourg Law of 28 May 2019 on the accessibility of websites and mobile applications of public sector bodies, and we are therefore not legally subject to it. We nevertheless choose to follow the same standard on a voluntary basis.

2. Conformance status

This website is partially compliant with WCAG 2.1 level AA. “Partially compliant” means that some parts of the content do not fully meet the standard; the known cases are listed below.

3. What we do

  • The site is built on Joomla 6 with a responsive, keyboard-navigable template and semantic HTML structure (headings, landmarks, lists).
  • Text can be resized up to 200% without loss of content or functionality.
  • Colour contrast of text and interface elements is designed to meet the AA ratio (4.5:1).
  • Images carry alternative text; purely decorative images are hidden from screen readers.
  • Links and buttons have descriptive labels and visible focus states.
  • Forms have labelled fields and clear error messages.
  • Video and audio content published by us [is / will be] accompanied by captions or a transcript.

4. Known limitations

Despite our efforts, the following content may not be fully accessible:

  • PDF publications – older reports and policy briefs may not be tagged for screen readers. We are gradually replacing them; on request we will provide an accessible version of any document.
  • Third-party content – embedded videos, maps or social-media feeds are provided by external services whose accessibility we do not control.
  • Event recordings – some recordings of past conferences may not yet have captions.

5. How this statement was prepared

This statement was prepared on 25 September 2026 on the basis of a self-assessment using automated tools and manual checks (keyboard navigation, screen reader testing). It is reviewed at least once a year.

7. Compatibility

The website is designed to work with current versions of Chrome, Firefox, Safari and Edge, and with common assistive technologies such as NVDA, JAWS, VoiceOver and TalkBack. It does not require JavaScript to read the main content.
